System improvement projects
These urgent projects were presented at the February 15, 2025 Town Hall.
| Project | Estimated cost |
|---|---|
| 4th Well House expansion & Well #3 reactivation | $100,000 |
| Deep bury of Humboldt water & sewer lines | $150,000 |
| Upper 8th Filing well reactivation | $326,000 |
| New radio control system | $20,000 |
| Total | $596,000 |
4th Well House expansion & Well #3 reactivation
The 4th Well House blends three wells to stay within the State limit for radiation (5.0 pCi). Well #3 was shut down when the State began requiring an engineered blending ratio. New monitoring equipment and throttling valves must be installed, the building enlarged to hold them, and new compliance testing completed before the well can come back online.
Completed so far: engineering work; the new building has been purchased.
| Well | Flow rate | Radium-226 |
|---|---|---|
| #1 | 40 gallons per minute | 0.3 pCi |
| #2 | 6 gallons per minute | 3.0 pCi |
| #3 | 12 gallons per minute | 5.5 pCi |
Deep bury of Humboldt
About 1,200 feet of water and sewer line along Humboldt sits in a shallow concrete corridor kept from freezing by electric heat tape. It is the oldest and most fragile piping in Glacier View. The heat tape has failed, and the lines can’t be safely repaired in place, so all of the pipe must be replaced. Current code also requires water and sewer lines in separate trenches at least 10 feet apart.
Upper 8th Filing well reactivation
A well in the green space between La Plata and Mt. Harvard produces about 20 gallons per minute — roughly a 30% increase to the central system’s supply — but contains uranium. Bringing it online requires an ion-exchange treatment system, with about two years of installation and validation testing. A new well could carry the same contamination risk with no guarantee of flow, so reactivation is the most sensible way to increase supply.
New radio control system
The radio system that runs the water system automatically has failed. None of the five stations communicate reliably, so pumps, valves, and storage tanks are being operated by hand in two zones. This strains the equipment and caused the January 10 system failure. A new system will restore automatic operation and remote monitoring from the shop.
Special assessment & payment options
To fund these projects, the Board approved a special assessment of the 154 properties on the system, with three payment options:
| Option | Total per property | Schedule |
|---|---|---|
| One-time payment | $4,000 | Due April 1, 2025 |
| Two annual payments | $4,250 | $2,000 due April 1, 2025; $2,250 due April 1, 2026 |
| 30-month payment plan | $4,500 | $150/month from April 1, 2025; final payment by September 1, 2027 |
The higher totals for options 2 and 3 cover inflation on projects delayed until later years. At its March 5, 2025 special meeting, the Board approved prorating the finance fee — not the assessment — for owners on option 2 or 3 who make their final payment before the due date.
